Sludge Collection System – HBWTF – A summary of the project scheduling <br />was presented (equipment delivery on March 13 followed by installation the <br />following week). This was followed by a brief discussion on how sludge from <br />the process is treated and what impacts future system expansion and/or <br />regulations may have on that process. <br />c. Windy Gap Firming Project – BOR reviewing comments – does not believe any <br />deal breaking items. Clarification of Hydrology report is needed. <br /> Potential for lawsuits to delay project are always there. In discussions with <br />project opponents to address issues. <br />d. Other items briefly discussed: <br />1) maintenance on Marshall Lake is current (inlet and spillway work was <br />completed in 2008) and no other major work is expected for a while. The <br />outlet is in good shape and is inspected every three years. <br />2) raw water quality – existing data collected, plans for additional data <br />(reservoirs, supply ditches, and creek), and working towards a SBC <br />watershed group. <br />VIII. Legal <br />a. Marshall Lake/SBCCD transfer – working on proposed ruling. Expected parties <br />are Opposers in case. Once the proposed ruling is out, we will start <br />discussions in earnest to address their concerns. <br />b. Other <br />Broomfield Case – Language in the decree is vague as to allow any and all future <br />water to be included in the exchange, which makes it difficult to determine <br />impacts. While not directly impacting the City such language could be a bad <br />precedent. Staff will discuss this matter further. <br />FRICO/Boulder Case – both sides are working on preparation for the hearing <br />which is still a year to 18 months out. The City has been collecting water <br />quality data along the upper Community Ditch and will be scheduling a meeting <br />per the agreement between the City’s on this topic. <br />Eldorado Springs Case – they are working towards a plan that should work, but <br />need some encouragement to get a viable augmentation plan. <br />Committee member appreciate that Staff is attempting to resolve issues with other <br />entities through discussion in place of litigation. <br />IX. Current Events <br />a. Status of Denver Water’s Moffat System Expansion – Denver still moving <br />forward – in discussions with west slope/NCWCD on possible mitigation. City is <br />in discussion with other entities and Denver Water to resolve some issues on <br />SBC (ISF, storage, accounting, etc.) <br /> <br />
