<br />Meeting <br />BoulderlLouisville City Councils <br />May 22, 2000 <br /> <br />In Attendance <br />From Boulder: Mayor Will ToOI', Deputy Mayor Don Mock, Council Members Corson, <br />Eldridge, Havlick, Lopez, Poinsatte, Riggle, Deputy City Manager loann Roberts Stacy, City <br />Attorney Joe de Raismes, Public Affairs Director Jana Petersen, and Amy Mueller, <br />Intergovernmental Coordinator. <br />From Louisville: Mayor Tom Davidson, Mayor Pro-Tern Chuck Sisk, Council Members <br />Brown, Mayer, Levihn, Keany, City Administrator Bill Simmons, and Heather Balser, <br />Assistant to the City Administrator. <br /> <br />Welcome <br />Mayors Toor and Davidson welc~omed the group and explained the purpose of the meeting, <br />which is to discuss issues of mutual concern. <br /> <br />Proposed IGA along US 36 Corridor <br />Louisville reported that they have approved the IGA, but still have several remaining issues, <br />including the Northwest Parkway. Boulder had very few changes to the agreement, but is still <br />waiting for Planning Board review of the document. <br /> <br />US 36 MIS <br />The group agreed that recent suggestions for significant widening of US 36 are not in the <br />interest of either city. Much support was voiced for an interim rail service with stops in <br />Boulder, Louisville, Westminste~r and Denver. Such service would also serve as a good, less <br />costly test of whether rail will work along the corridor. There was continued concern over the <br />lack of realistic population and (~mployment numbers from DRCOG, as well as the time delay <br />caused by lack of such numbers., The delay caused by CDOT's request to look at additional <br />lanes was yet another frustration over the MIS process. Funding the ultimate solution will be <br />another challenge. The group agreed that the cities have to work together in order to make <br />anything happen on US 36. <br /> <br />** Action Item: Boulder Council Member Rich Lopez suggested that Boulder and Louisville <br />form a coalition to work with other cities along the corridor to generate consensus. Mayor <br />Davidson suggested we follow the model used by Louisville in creating the Northwest <br />Parkway IGA, and invite other dties, RTD, CDOT and all other key players to join us. There <br />was unanimous support for this coalition, and each city was directed to designate a Council <br />member and staff person to follow through with the idea. <br /> <br />Northwest Parkway <br />Louisville provided an update on the Parkway. Construction should begin in early 2001, but <br />wetlands have been found along the proposed route, which may alter the placement of the <br />road. Louisville is concerned about the potential negative impacts of moving the road north <br />(closer to Louisville), and will ask the authority to mitigate any such impact. <br />
