<br />Louisville City Council Meeting <br />September 17, 2002 <br />Page 4 <br /> <br />Wood reported that he and Deputy City Manager Julie Boyd met with Commander Bill <br />Kingston, from the Public Safety Department. to discuss enforcement of the ordinance. <br />He noted that the police have expressed a reluctance to enter private properties to <br />measure the length of vehicles or trailers. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1397, Series 2002. <br /> <br />Frosty Woolridge. 1458 Ford Place, Louisville. CO, expressed his support of the <br />ordinance. He addressed the prohibition for 16-foot trailers and requested that the <br />ordinance be amendeu :0 restrict trailers measuring 8-foot and above from parking on the <br />city streets. <br /> <br />COUNCIL COMMENTS <br /> <br />Davidson asked Planning Director Wood if the Planning Commission was aware that the <br />ordinance amends the restriction [or recreation vehicles and other oversized vehicles. <br />Wood stated that the Planning Commission was aware that the intent of the ordinance <br />was to amend the code relative to trailers. <br /> <br />Mayer addressed the ordinance requirement of a 6-foot privacy fence. He suggested that <br />.: ordinance .~.;; amended to include pr;' .J:V fences of 6-foot or less. <br /> <br />Sisk noted that the Planning Commission had some valid points and stated that there are <br />covenants in some sections of the City that do no permit fences over 5-feet. He <br />suggested ~ :'at Council meet with the Planning Commission at a work session to discuss <br />the provisions of the ordinance. He asked City Attorney Light if the ordinance is <br />patterned after the existing ordinance. <br /> <br />City Attorney Light stated that Ordinance No. 1397 is patterned after the existing <br />ordinance to the extent that Section 17.20.160 applies to motor vehicles and extends it to <br />trailers, and provides a definition of trailers. <br /> <br />Sisk asked City Attorney Light about the prohibitions of subdivision covenants. Light <br />stated that covenants can be more restrictive than ordinances but not less restrictive. <br />He noted that the ordinance currently requires a privacy fence of 6-feet in height, which <br />would be in violation of some subdivision covenants. <br /> <br />Levihn voiced his support of the ordinance and concurred with Council member Sisk that <br />the ordinance should be reviewed in a work session with the Planning Commission to <br />resolve the issues. <br /> <br />Keany suggested that Council also address the minimum standards of home maintenance, <br />such as weeds and paint. with the Planning Commission at a work session. <br /> <br />4 <br />
