PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />Reverend Ty Curtis, 741 Jefferson, Louisville, Colorado, expressed thanks from the members and <br />friends of the Louisville United Methodist Church for Council's and the City of Louisville Employee <br />Committee's assistance in providing 176 food baskets at Thanksgiving. <br />Sisk asked to also recognize the Albertsons and Safeway grocery stores for their assistance in this <br />effort. <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />NONE <br />Davidson called for staff presentation. <br />First Amendment to the Professional Service Agreement with RTW, Inc.,' <br />for the Waste Water Treatment Plant Expansion <br />Resolution No. 58, Series 1998 Seatbelt Occupant TWIST Campaign <br />Contract <br />1999 BUDGET PUBLIC HEARING <br />(published Louisville Times 11/21/98) <br />Dianne Ray, Finance Director, stated that Sales Tax Revenue is projected at $7,900,000 which is an <br />increase of 16.7% over the amount projected for 1998. Commercial and residential development <br />accounts for approximately $2,500,000 in revenues, which is a decline of 16% over the 1998 budget. <br />Water assessment fees will be reduced for 1999, and phased out by 2002. Council's goal of <br />accelerated debt reduction has been achieved through the 1999 budget by exercising the call <br />provisions on three bonds. Landscaping and street improvements were also priorities in the 1999 <br />budget. The budget includes a pool to fund personnel market increases up to five percent, based on <br />the five -city market defined by the Council, and a two percent range adjustment effective January <br />1, 1999. <br />Davidson opened the Public Hearing and called for anyone wishing to speak on the 1999 City of <br />Louisville Budget. <br />John Buri, 186 West Monarch Court, Louisville, Colorado, stated he is a member of the Centennial <br />Valley Tennis Association and has been lobbying for lights at the Recreation Center Tennis Courts. <br />He requested a status of that item in the budget. <br />
