Sam Light, .City Attorney, read by only Ordinance No. 1290, Series 1998 An Amendment' Increasing Water and Sewer Tap Fees in the City of Louisville, Colorado. Davidson called for stair presentation. Dianne Ray, Finance Director, stated that according to budget policy, fees charged by the City of Louisville are to be increased annually at a rate to match inflation. For the 1999 budget year the inflation rate being used is 2.9 In addition, the bulk water charges have not been adjusted since 1991 and, therefore, are also increased in this Ordinance. Davidson opened the public hearing and called for anyone wishing to speak on Ordinance No. 1290, Series 1998 An Amendment Increasing Water and Sewer Tap Fees in the City of Louisville, Colorado. NONE Davidson closed the public hearing and called for Council comments and questions. Davidson stated that the City has been increasing the water tap fees by the rate of inflation but those fees should really reflect actual costs. He suggested that the City review the 2.9% increase for. 1999 and adjust it to reflect actual costs. He stated that the charge for residential and non- residential tap fees are currently the same. This was done to encourage commercial development and the need to encourage commercial development no longer exists. He questioned why commercial development should continue to pay a lower water tap fee and suggested amending the ordinance to eliminate the non residential tap fees and retitle the ordinance Sam Light, City Attorney, stated-that there is an additional second reading amendment proposed in the Ordinance on page two. The list titled `year tap purchased' lists $2,890 for the year 1999, and that number was $2,994 at first reading. Howard moved that Council approve Ordinance No. 1290, Series 1998 An Amendment Increasing Water and Sewer Tap Fees in the City of Louisville, Colorado as amended, seconded by Levihn. Davidson offered a friendly amendment that on page 1 of the Ordinance, Table B is amended to remove the non residential tap fees column and the word residential, leaving only one column of tap fees, accepted by Howard and Levihn.
