Approval to Change October 13, 2009 City Council Study Session <br />to a Special City Council Meeting <br /> <br />PUBLIC COMME:NTS ON ITEMS NOT ON THE AGENDA <br /> <br />Alan Sobel, 1408 Kennedy Avenue, Louisville, CO gave his opinion on what <br />Louisville residents can EIXpoct when they appear before the City Council to <br />express their opinions. At thie last City Council meeting he brought up the issue <br />of public participation in the selection and evaluation of the City Manager and <br />believed he received an inappropriate response from the Mayor. He addressed <br />his complaint against Comcast and stated the City's share of the PEG fees were <br />not justified, while other requests required detailed reporting and noted Comcast <br />is operating in the City of' Louisville for free. He requested a response from City <br />Council. <br /> <br />Councilor Muckle arrived to the meeting at 7:04 p.m. <br /> <br />COUNCIL INFORMA TIIONIAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br /> <br />City Manager Fleming responded to Mr. Sobel's statements and explained the <br />$60,000 PEG fees were use~d by the City to upgrade the City Council Chambers <br />to broadcast meetings for public viewing. With respect to his complaint against <br />Comcast, he noted the City followed through with the complaint and as a result <br />Comcast has changed their subscriber notification practices and channel lineup. <br /> <br />Councilor Muckle also re~spClnded to Mr. Sobel and explained the PEG fees for <br />the Council Chambers were presented in a detailed spreadsheet format. He <br />noted the PEG fee grant from Comcast was very generous and most cities did <br />not receive such a grant. <br /> <br />Mayor Sisk noted Comcast has worked with Channel 54 CCTV, and the <br />relationship has greatly implrOved. He stated Mr. Sobel raised very good <br />questions on cable televiision issues however the federal government has taken <br />away local control on cable television matters. The City followed the appropriate <br />procedures in forwardin~1 his complaint to the proper authority. <br /> <br />Mayor Sisk reported on the September 1 RTO meeting, where TIGER grants and <br />funding through ROT and COOT were discussed. A RFP will be prepared for the <br />P3, Partnership through Private Partners and RTO. He explained part of the <br />
