<br />City Council <br />Meeting Minutes <br />October 6,2009 <br />Page 6 of 16 <br /> <br />General fund Forecast Assumptions <br /> <br />· Sales Tax Revenue - 7'% decline in 2009, 2% decline in 2011, flat in 2012 <br />· Property Tax Revenue - Additional revenue in 2015 with ConocoPhillips <br />· Salaries and Wages - increasing 2.5% <br />· Employee Benefits -- increasing 4.8% <br />· Total General Fund Expenditures - increases +1.6% from 2010 through <br />2015. <br /> <br />Other Funds: <br /> <br />· Conservation Trust Fund - 1.3 million dollar decline in 2010 <br />· Capital Projects Fund -. expenditures - $8.9 million dollars <br />· Water, Wastewater and Storm Water Funds - 1.5% decline <br /> <br />Budget Calendar - Key Dates <br /> <br />· October 6, 2009 - City Council Meeting - Budget Presentation <br />· October 13, 2009 - Council Comments on the budget <br />· October 20, 2009 - Public Hearing on revised budget <br />· November 2, 2009 - Approval of the budget, appropriation for the funding <br /> <br />PUBLIC COMMENTS <br /> <br />Connie Howes, 637 W. Locust Court, Louisville, CO, Chairperson, Senior <br />Advisory Board, expressed their opposition to reducing the Senior Meal Program. <br />She outlined the Senior Meal Program's funding in detail and expressed the <br />Board's request the program be continued Monday through Friday. <br /> <br />Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO spoke in <br />opposition to reducing the Senior Meal Program. He stressed this program is <br />one of the programs, which idEmtifies the character Louisville. He stated there <br />are senior residents who need the daily meal and the company of others. He felt <br />there are other civic events which could be reduced to save the five-day Senior <br />Meal Program and urged Council to assure the program will not be reduced. <br /> <br />Larry Brassem, 452 Orchard \Nay, Louisville, CO, a member of the Senior <br />Advisory Board spoke in support of continuing the Senior Meal Program five days <br />a week. He stated the meals are essential for seniors by providing a healthy meal <br />and a social connection. <br />
