K.oelbel, Jr. <br />Date: March 31, 1997 <br />Subject: OUTSTANDING AND UNRESOLVED ISSUES <br />REGARDING COMMERCIAL DEVELOPMENT DESIGN <br />STANDARDS AND GUIDELINES <br />A total of five meetings and 15 hours of effort have produced a document that is far <br />closer to what we would consider acceptable. There are, however, a few outstanding <br />issues remaining which are of significant concern. <br />The following represents the Koelbel and Company list of items that remain <br />unresolved with the latest CDDSG draft: <br />A. APPLICABILITY should the CDDSG apply to commercial office <br />property as well as commercial retail pmpe ty? <br />A minimum of 6-8 months of discucion transpired with the clear intent <br />of the. CDDSG to apply only to commercial retail property in <br />Louisville. This was further specifically confirmed by Paul Wood, <br />Director of Planning on late October of 1996. We are concerned that <br />the "11th hour" decision to include all commercial property,. including <br />office commercial, did not receive the level of detailed consideration <br />that would be required for such a decision. The burdens and benefits <br />to a municipality, as well as the development dynamics are far different <br />when considering commercial office and commercial retail. To <br />incorporate all under the same umbrella of Guidelines. and Standards <br />may initiate one of the many "unintended consequences" we are <br />concerned about. <br />We continue to maintain the position articulated at each of the <br />discussion meetings that we are currently opposed to allowing <br />applicability to Centennial Valley Business Park unless certain of our <br />concerns are appropriately recognized_ Consequently. at this point we <br />would like to go on record as stating our preference to formally adopt <br />APR. 01 '.97 (TUE) 09:56 COMMUNICATION No:38 PAGE. 2 <br />r. uci uo <br />
