SIMMONS CITY ADMINISTRATOR DATE: April 15, 1997 SUBJECT: Bid Award: 1997 Concrete Replacement Project ORIGINATING DEPARTMENT: Public Works SUMMARY: COUNCIL, COMMUNICATION The bid opening for the 1997 Concrete Replacement Project occurred on April 8, 1997. Bidding documents were purchased by three prequalified contractors however, only one contractor submitted a proposal for the work. The other concrete contractors were contacted and they declined to submit a bid because of their respective work loads and personnel. The bid submitted by S D Construction for $177, 281.50 is below the Engineer's Estimateof $184,717. Unit prices are approximately 5% greater than last year's project which is reasonable considering the status of the construction industry in Colorado. The project includes replacement of broken and deteriorating concrete at various locations throughout the City, construction of the Sycamore Trail Connection and construction of curb ramps as part of the ADA ramp program. Funding for the project is budgeted in the Capital Projects Fund (sidewalks) and the Conservation Trust Lottery Fund (Sycamore Trail Connection). When staff estimated the cost of work for sidewalks and ADA ramps, prior to bid, the value placed on concrete replacement was conservative. Considering the actual bid amount, additional concrete replacement can be attained by utilizing remaining budget funds. A budget summary is attached. The project is scheduled to begin in mid May and should be completed by early August. RECOMMENDATION: It is recommended that Council award the 1997 Concrete Replacement Project to S D Construction Co. in the amount of $177,281.50 per their unit price bid, authorize the Mayor to execute the contract and authorize staff to execute contract change orders up to the budget amount for additional work.
