use approvals of the Property. A majority of the members of <br />each jurisdiction on the planning board shall be required to <br />approve any land use proposal. Superior may not unreasonably <br />withhold its approval. Such review shall be performed by <br />applying the applicable Louisville land use standards. The <br />approved land uses in Louisville shall require a minimum of 35 <br />percent of sales tax generating uses. <br />5. Any land use plan approved abutting the north or south <br />boundaries of the Property shall include traffic circulation <br />patterns that coordinate access between the Property and the <br />abutting private properties to the agreed -upon access <br />locations on McCaslin. Such coordination may require access <br />to either or both of the abutting properties across the <br />Property or access to the Property across the abutting <br />properties. <br />6. Superior and Louisville will cooperate to design, construct <br />and finance jointly the necessary improvements to the <br />Superior \Louisville interchange of the turnpike. <br />7.
