Schools and the <br />Hospital. Quinn stated a Quiet Zone analysis is being conducted for the entire <br />corridor, and is to be available in November or early December. <br />Fleming presented the city's revenue and expenditure trends with various <br />graphs. Golf and water revenues are down from 2008. The current revenue <br />trend indicates that the City Sales Tax Revenues are averaging 8% below <br />budget. These assumptions are best estimates for the next five years. A <br />councilor commented that ConocoPhillips may have a much greater precipitous <br />affect through sales tax increases. Councilors felt overall the trend projections <br />were realistic and reasonable for planning purposes. The City expects to return <br />to 2008 levels in 2015 based on "real" dollars. This trend does not account for <br />inflation and assumes a successful revenue campaign in Superior for library <br />services. <br />Mike Jones presented and discussed the adoption of the ICC 2009 Building <br />Codes. The presentation included information on residential and commercial <br />codes. The Building Safety Department expects to have a first reading on <br />October 20, 2009, and a second reading on November 17, 2009, with an <br />implementation date of January 1, 2010. <br />Public Comment and Topics of discussion included: <br />to Elimination of residential sprinkler code <br />New code cycle in 2012 <br />Current State legislation <br />Fire Station supports implementation of sprinkler codes <br />Require sprinklers for new construction <br />Improvement in technology <br />Sprinkler codes may be eliminated in next code cycle <br />Concern of Cost Possible pilot or research to demonstrate numbers <br />to Mitigate the cost for residences <br />Consider staff input on water tap fees <br />Propose ordinance that can change minor permit fees <br />Amend ordinance fee schedule, use, construction, occupancy <br />Mike Jones indicated that the Board of Appeals has reviewed the code and will <br />finalize in early October. Notices will be sent as appropriate and ensure the <br />Louisville Fire Protection District is represented. <br />
