COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: OCTOBER 27, 2009 <br />SUBJECT: UPDATE /DISCUSSION EMERGENCY NOTIFICATION WARNING <br />SYSTEM <br />ORIGINATING DEPARTMENT: POLICE DEPARTMENT <br />SUMMARY continued: <br />We have proposed a revised plan for the sirens' locations that addresses the concerns <br />about sound levels and other issues expressed by the West Alder residents. This would <br />involve locating the Harper Lake siren on city owned land on the south side of the City's <br />north water treatment plant and locating the Pirate's Park siren on city owned land at or <br />near the recycling drop -off site on Highway 42. By moving both of these sirens the <br />decibel level reaching residential units will not exceed 123 dB. <br />The revised configuration results in slightly decreased warning coverage for two areas of <br />the city, but increased coverage for other sections. The net effect is about the same total <br />coverage. The improved locations meet all of the criteria and have the benefit of both <br />being on city owned and city controlled property. <br />ATTACHEMENTS: <br />1.
