City Council <br />Meeting Minutes <br />October 20, 2009 <br />Page 2 of 15 <br />Mayor Sisk requested an amendment to Consent Agenda Item 4G <br />Proclamation CU Basketball Day and Louisville Night at the Buff, to include <br />Kathy McConnell Miller, the Coach for the Lady Buffs and moved the agenda be <br />approved as amended. Councilor Sackett seconded the motion. All were in <br />favor. Absent: Councilor Muckle. <br />A. Approval of Bills <br />B. Approval of Meeting Minutes October 6, 2009 <br />C. Approval to Change November 3, 2009 City Council Regular <br />Meeting to November 2, 2009; Approval to Cancel November 24, <br />2009 and December 22, 2009 City Council Study Sessions <br />D. Award Bid to Dell Inc., for Purchase of Replacement Desktop <br />Computer Workstations <br />E Appointment of Robert Gunning from Associate Member to Full <br />Member of the Local Licensing Authority <br />F. Resolution No. 34, Series 2009 A Resolution Approving a <br />Proposed 2010 Operating Plan and Budget of the Main Street <br />Louisville Business Improvement District <br />G. Proclamation CU Basketball Day and Louisville Night at the <br />Buffs <br />Councilor Muckle arrived at the meeting at 7:03 p.m. <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO asked for clarification on <br />whether the state mandates the management of lottery funds for specific <br />purposes or could those funds be used for other purposes such as infrastructure. <br />She explained Louisville residents are required to pay for the maintenance of <br />structures funded by lottery funds. Mayor Sisk clarified the state specifically <br />designates how lottery funds can be used. He noted the voters who passed the <br />lottery, indicated how those funds could be used. <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br />No comments. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported the following: <br />The new HVAC system at the Recreation and Senior Center is now fully <br />operational.
