City Council Water Committee <br />Meeting Minutes <br />Friday, June 5, 2009 <br />Page 2 of 2 <br />a. Filter Media Replacement Discussion on the issues with the installed <br />anthracite media. Staff is working with the Contractor on a plan of action for <br />remedying the issues this fall. <br />b. Sludge Collection System HBWTF The new system has been installed and <br />is working as expected. A few quirks have been worked out. <br />c. Windy Gap Firming Project the permitting for the project continues to proceed <br />with a tentative schedule for the Final EIS, 404 permit, and Carriage Contract to <br />be completed, hopefully, by January 2010. A brief discussion on various <br />methods that may be employed to finance the project ensued. <br />d. Water Conservation Plan Staff has been updating the City's Water <br />Conservation Plan to highlight the City's efforts and to comply with State <br />Statutes. The Plan will go through the public process prior to being presented <br />to Council for adoption. <br />e. Other Tom reported that four proposals were received for radio read meters <br />(AMR) and Staff would be analyzing the proposals for total costs. <br />VIII. Legal <br />a. /b. Update on Pending Water Matters /Marshall Lake /South Boulder Coal <br />Creek Ditch Transfer Case Discussion on the status of the various Court <br />Cases that the City is involved in as the applicant, objector, or observer. Cases <br />include; Boulder /FRICO, Broomfield, Eldorado Springs, and the City's Marshall <br />Lake /SBCCD Transfer. <br />c. Other A new Water Court Judge is being appointed to Division 1 Water Court <br />and new Water Court rules have become effective for new filings. <br />IX. Current Events <br />a. Status of Denver Water's Moffat System Expansion Denver still moving <br />forward in discussions with west slope /NCWCD on possible mitigation. City is <br />in discussion with other entities and Denver Water to resolve some issues on <br />SBC (ISF, storage, accounting, etc.) <br />b. Rain Water Collection Study The State recently passed legislation allowing <br />for very limited demonstration projects for the utilization of collected rain water. <br />The legislative constraints on the demonstration projects preclude participation <br />by residents served by a municipal supply or water district. <br />c. Irrigation Audits The City through the Center for Resource Conservation is <br />providing irrigation audits to its customers. <br />d. May 30 WTP Open House Report The Committee was briefed on the Open <br />House held at the North Water Treatment Plant. The Open House was well <br />received by visitors. <br />X. Agenda Items and Date for Next Meeting <br />a. The next meeting will be scheduled sometime in early fall. <br />XI. Adjourn: The meeting was adjourned at 9:15 am. <br />
