The pre-school will be limited to 23 full-time students, <br /> <br />aged 2½ to 5 years, during the hours of 8:30 a.m. to 4:30 p.m. <br /> <br /> Applicant, and Owner: United Methodist Church, Jefferson Street Preschool <br /> <br /> Representative: Sandy Gormley <br /> <br /> Case Manager: Sean McCartney, Principal Planner <br />Public Notice Certification: <br />Published the Camera on June 21, 2009. Posted in City Hall, Public Library, <br />Recreation Center and Courts and Police Building and mailed to surrounding <br />property owners on June 19, 2009. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br /> McCartney summarized the July 9, 2009 Staff Report with the following points: <br />Jefferson Street Preschool at 733 Jefferson Avenue is a Special Review <br /> <br /> <br />Use request. <br />The property has been used by the Fairview Montessori School which is in <br /> <br /> <br />the process of moving to a new location. <br />There will be no changes to the building, play area, and parking. <br /> <br /> <br />Enrollment is for a total of 23 full-time students between 2 ½ and 5 years. <br /> <br /> <br />Hours of operation are 8:30 a.m. to 4:30 p.m. Monday thru Friday. <br /> <br /> <br />A review of the Special Review Use Criteria was completed by staff and <br /> <br /> <br />staff found that all criterion have been met. <br />Staff recommends approval of Resolution No. 6, Series 2009 a resolution <br />recommending approval of the special review use with the following two <br />conditions: <br />1) A total maximum occupancy (at any one time) of 23 students shall be <br />noted on the SRU plan sheet. <br />2) Approval of this SRU is for the applicant only. <br />Commission Questions: <br />Pritchard asked if the student population could be flexible, perhaps <br />accommodate 30 students. <br />Lipton stated the applicant should answer that question. He questioned if the <br />building was large enough to properly handle that number of students at one <br />time. <br />Applicant Presentation: <br />Sandy Gormley, representing the First United Methodist and the Jefferson Street <br />Preschool clarified the following: <br />Fairview had been approved for 46 students but the enrollment was never <br /> <br /> <br />that many students. <br />A previously approved 350 SF addition to the building was never built. <br /> <br /> <br /> <br />
