The officers and employees of the City are hereby authorized and directed <br />to take all action necessary or appropriate to effectuate the provisions of this ordinance. <br /> <br /> Section 6. All actions heretofore taken (not inconsistent with the provisions of this <br />ordinance) by the City, directed towards the election and the objects and purposes herein stated, <br />are hereby ratified, approved and confirmed. <br /> <br /> Section 7. If any portion of this ordinance is held to be invalid for any reason, such <br />decision shall not affect the validity of the remaining portions of this ordinance. The City Council <br />hereby declares that it would have passed this ordinance and each part hereof irrespective of the fact <br />that any one part be declared invalid. <br /> <br /> Section 8.
