The highest observed parking utilization occurred during the noon hour. <br />On average, 45% of the existing parking spaces in the study area were occupied <br />during the noon hour. The maximum observed utilization of the existing parking <br />spaces in the study area was 48 and also occurred during the noon hour. The <br />downtown area alone saw utilization rates higher than those seen in the entire study <br />area.
