Approval of Meeting Minutes October 13, and October 20, 2009 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br />Councilor Muckle reminded the public November 3, 2009 is the last day to cast <br />their mail ballots. Ballots can be dropped off at the County Annex at 722 Main <br />Street or at the Steinbaugh Pavilion. <br />Mayor Sisk congratulated and thanked the candidates for City Council. He noted <br />the candidates in contested races conducted themselves with dignity and were <br />respectful of each other. He expressed his thanks to Councilors Sackett, Muckle <br />and Yarnell for their service to the City. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported the following: <br />City Council <br />Meeting Minutes <br />November 2, 2009 <br />Page 2 of 14 <br />The Public Service Franchise (Xcel Energy) gives the City first right of <br />refusal on a certain property purchase. Specifically, Xcel is selling the <br />former Gas Compressor Station property on Dillon Road. The property is <br />7.8 acres and appraised at $722,500. The deadline to respond is January <br />28. <br />Curbside leaf pickup in the downtown area has been discontinued. Leaf <br />drop -off stations throughout the City opened on November 2. Fine <br />Gardening Magazine recommends mowing leaves into the lawn. A link to <br />the Fine Gardening article is on the City's Web site. <br />The City's Street Plowing Plan /Map outlines the priority for street plowing <br />after a snow storm. The main arterial streets are plowed first, then the <br />collector streets and if necessary, the neighborhood streets. Two seven <br />member crews work 12 -hour shifts. The Plan is on the City's Web Page. <br />
