<br />(j) "Mayor" means the Mayor of the City. <br /> <br />(k) "Member of the Council" means the Mayor and each <br />Councilmember. <br /> <br />(1) "Newspaper" means a newspaper of general circulation in <br />the City which meets the requirements for a legal newspaper as <br />established in the State statutes. <br /> <br />(m) "Officer" means the Mayor and each Councilmember. <br /> <br />(n) "Park land" means land acquired or owned in whole or in <br />part by the City that is: <br /> <br />(1) Designa.ted, maintained, or reserved by the City <br />for such recreation uses as are not prohibited by the City; or <br /> <br />(2 ) <br />public use. <br /> <br />Composed primarily of irrigated turf designed for <br /> <br />(0) "Posting" or "posted" means placing, in areas <br />accessible by the public, at City Hall, the City Library, the <br />Louisville Recreation Center, and one additional location that is <br />open to the public during hours different from the regular <br />business hours of City Hall. (Repealed and Reenacted by <br />Initiative Approved 11/02/04) . <br /> <br />(p) "Publication" or "publish" means: <br /> <br />(1) Printing in a newspaper, and placement of a copy <br />in the City Library; or <br /> <br />(2) Placement on the City1s internet website or other <br />technologies adopted by the City, and placement of a copy in the <br />City Library; or <br /> <br />(3) By posting, if an emergency exists or when no such <br />newspaper ,is available. Anything so posted shall subsequently be <br />published as provided in Paragraph (1) or (2). <br /> <br />(q) "Registered elector" means an elector <br />registered to vote pursuant to the State statutes. <br /> <br />who <br /> <br />has <br /> <br />(r) "Regular election" or "regular City election" means a <br />City election held pursuant to Section 6-2. <br /> <br />(s) "Special election" or "special City election" means a <br />City election held at a time other than a regular election. <br /> <br />(t) "State Constitution" or "Colorado Constitution" means <br /> <br />2 <br />
