<br />will require voter approval. <br /> <br />Article 13 City-Ownl:!d Utilities: City-owned utilities are <br />addressed in this article. Utility rates will continue to be <br />established by the City Council. Each utility's accounts must be <br />kept separately. Al thou9h loans from utility funds to other City <br />funds will be allowed, such loans must be approved by ordinance, <br />and must be repaid with interest. <br /> <br />Article 14 - Franchises and Per.mits: This article guarantees the <br />right of referendum on all franchises for the occupation of City <br />streets and other ri9hts-of-way. Other permits and licenses for <br />the temporary use or occupation of the rights-of-way may be <br />granted on a revocable basis. <br /> <br />Article 15 - Open Spacl:!: This article provides for management <br />standards for City-owned open space lands. The standards are <br />intended to preserve and promote native plants, native wildlife, <br />and their habitats, as well as cultural resources, agriculture, <br />scenic vistas, and appropriate passive recreation, on open space. <br /> <br />Article 16 - Miscellaneclus Provisions: Among other miscellaneous <br />matters addressed by this article are: a bond or insurance <br />requirement for City personnel involved in handling City funds; a <br />penalty for willful violation of the Charter; restrictions on the <br />transfer of interests in City park lands; and the establishment of <br />competitive bidding requirements. <br /> <br />Article 17 Transitional Provisions: Among the transitional <br />matters addressed by this article are: the effective date of the <br />Charter; the repeal of legislation inconsistent with the Charter <br />and continuation of legislation not inconsistent with the Charter; <br />and the continuation of City employees, the Mayor and <br />Councilmembers, and board and commission members. <br /> <br />In conclusion, the Con~ission believes that this Charter provides <br />for an open and ethical government structure that will maintain <br />and enhance the quality of life in Louisville, assure fiscal <br />responsibility and accountability, and continue to be responsive <br />to the needs and concerns of the citizens. <br /> <br />8 <br />
