3. Adequate restroom facilities are to be furnished; <br /> <br />Adequate room is available for the expected or planned <br />crowd; <br /> <br />5. Adequate parking is available; and <br /> <br />Valid and substantial objections of neighboring property <br />owners. <br /> <br /> G E. Each permit shall be issued for a specific date, time and <br />location for a performance. <br /> <br /> Section 3. If any portion of this ordinance is held to be invalid for any reason, <br />such decisions shall not affect the validity of the remaining portions of this ordinance. <br />The City Council hereby declares that it would have passed this ordinance and each part <br />hereof irrespective of the fact that nay one part be declared invalid. <br /> <br /> Section 4.
