Roll call vote was taken. The motion carried by <br />a vote of 6-0. Absent: Councilor Sackett. <br /> <br />RECOMMENDATIONS FROM JOINT MEETING BETWEEN PLANNING <br />COMMISSION AND HISTORIC PRESERVATION COMMISSION REGARDING <br />DOWNTOWN DESIGN GUIDELINES - DISCUSSION/DIRECTION <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Principal Planner Sean McCartney explained that Staff coordinated meetings <br />between the Planning Commission and Historic Preservation Commission, to <br />discuss whether updates are needed in the Design Handbook for Downtown <br />Louisville. The meetings welre held on September 2nd and September 30th. After <br />a review of the Downtown Design Handbook, the subcommittee agreed the <br />Handbook did not need modiification. <br /> <br />Discussions focused on the question of whether the standards in the Handbook <br />were mandatory or voluntary. The City Attorney forwarded a memo referencing <br />some elements are mandatory and some are voluntary. Historic Building Rating <br />System: Page 51 of the Handbook was established to assist the property owner <br />in determining which standards apply to their building/property. The committee <br />believes there needs to be more clarification of the Historic Building Rating <br />System and how it applies to projects being built downtown. The City had an <br />architectural survey done in :2000. The HPC requested the survey be updated to <br />include more detailed categories of the historic building rating system. <br /> <br />The City Attorneys' memo relative to mandatory versus voluntary concludes the <br />provisions must be evaluated on an individual basis to determine whether <br />compliance may be mandated as part of a PUD or other approval process. There <br />was disagreement regarding whether the Handbook standards should be <br />mandatory. There was a~lreE~ment for clarification as to whether the Handbook <br />standards are mandatory and in what circumstances. There was also agreement <br />on clarification on the buildinn rating system. Updating the architectural survey, <br />completed in 2000, was discussed and as the subcommittee did not recommend <br />major modifications to the Handbook, minor modification can be done in-house. <br />The only potential consultant cost would be for a new architectural survey of the <br />historic buildings in downtown. Such a project would be eligible for funding by the <br />Historic Preservation Fund or possibly through a grant. <br /> <br />PUBLIC COMMENTS <br /> <br />Peter Stewart, 1132 Jefferson Avenue, Louisville, CO, Historic Preservation <br />Commission (HPC) representative on the subcommittee, stated the Downtown <br />Design Guidelines provide more flexibility in the review of development than the <br />
