The line would be bored at least four feet below the surface of
the Adler-Fingru property, from an existing easement in the McShan Subdivision on the
north to the Empire Drive road right-of-way on the south, so that there would be no surface
disturbance to the open space land. The permanent easement across the Adler-Fingru Open
Space would be 10 feet wide by 600 feet long. Please refer to the enclosed map for the
location of the proposed easement. According to Public Service Company's representative,
the new line will provide needed service to Exempla Hospital and will relieve overloaded
feeders. It will directly increase reliability to over 4,000 customers and indirectly benefit an
additional 3,500 customers in the area, reducing outage times to half the historic length and
eliminating voltage problems.

Boulder County jointly owns the AdlercFingru Open Space with Lafayette and
Louisville. The reciprocal conservation easements that each entity granted to the other
entities over its ownership interest in the property allow for the installation of underground
utility easements for the purpose of providing utility services to and through the property.
Public Scrvice Company has agreed to pay $10,000 for the permanent easement, which
would be split between Boulder County (50%), Lafayette (25%) and Louisville (25%) in
proportion to the property ownership.

This proposal is scheduled for presentation at a public hearing with the Parks and
Open Space Advisory Committee on Thursday, November 19, 2009, at 6:30 p.m. and with
the Board of County Commissioners on Tuesday, December 8, 2009, at 11:00 a.m. Both
hearings will be held in the Commissioners' Hearing Room on the third noor of the Boulder
County Courthouse, 1325 Pearl Street Mall, Boulder, Colorado.

Your comments regarding this matter are welcomed and may be made in writing to
me at the above address, by email to me at iburns@bouldercounty.org.. by phone at 303-678-
6260, or in person at the public hearing.

Sincerely,

~:jJ ~

Jan Burns, Manager
Real Estate Division

Cindy Domenico County Commissioner

Ben Pearlman County Commissioner

Will Toor County Commissioner
