Call to Order: Chair Mark Persichetti called the meeting to order at 6:50pm. <br /> <br />II. Roll Call: Present: members Beth Armbruster, Annie Hughes, Mark Persichetti; Staff <br />Liaison Tom Phare; residents Robin Cooley, Mary Ann Heaney, Andy Johnson, Arno <br />Laesecke (all are 2010 LRCAB newly appointed members). Absent: member Ryan <br />Hughes, Council Liaison David Clabots. <br /> <br />III. Approval of Current-Meeting's Agenda: Approved as-is. <br /> <br />IV. Approval of Sept & Nov 2009 Meeting-Minutes: Minutes for Sept-2009 and Nov- <br />2009 meetings were approved as presented. <br /> <br />V. Public Comments on Items Not on the Agenda: The 2010 new-member appointees <br />were invited to ask questions about LRCAB activities and present their interests and <br />goals for the board. Andy Johnson noted the City recently adopted the 2009 series of <br />ICC codes; he's interested in pursuing local-code items, such as water-use issues; <br />partnerships for conservation issues; youth outreach; better utilization of the City's <br />newsletter, with articles by LRCAB members. Arno Laesecke is interested in some <br />form of an environmental stewardship board; setting up a listing of website links. Mary <br />Ann Heaney would like us to be proactive, to get ahead of waste before it's waste; <br />lighting issues, eg all-night parking-lot lighting, LED streetlights (T Phare noted Xcel <br />doesn't yet offer LED streetlights); energy conservation through use of wind & solar <br />energy; water conservation; pursuing 'sustainable-city' practices. <br /> <br />VI. Review, LRCAB's 2009 LED Holiday Lights Exchange Program: six local <br />merchants participated, over 400 old incandescent light-sets collected, & 331 coupons <br />distributed to residents at three collection events held by LRCAB in Nov & Dec. A <br />Johnson suggested we get data and post it, on savings from using LED lights, to show <br />local results of electrical-energy conservation and to promote our efforts. <br /> <br />VII. Discussion of, and motions-to-amend LRCAB By-Laws: M Persichetti stated the <br />potential need to amend selected sections of the By-Laws: Article II, Members; <br />Article III, Officers; Article IV, Meetings (quorum requirements). He presented <br />possible amendments. The current members and new 2010 members discussed the <br />proposed changes and the consensus was to defer further discussion on this topic <br />until the Jan-201 0 meeting, when the new members begin their terms and can partici- <br />pate in any votes for By-Law amendments.
