Library Board of Trustees <br />Minutes <br />September 22, 2009 <br />Page 2 of 3 <br /> <br /> <br />Discussion began with a paragraph-by-paragraph review of the Board’s recommended <br />revisions to the proposed ordinance, which had been discussed at the 19 August <br />meeting. <br /> <br />These revisions were approved and some minor changes involving grammar, <br />punctuation, and style were also made. <br /> <br />Eileen introduced an issue related to board membership and the equitable application <br />of rules and responsibilities for all Board members, regardless of their residency in <br />either Louisville or Superior. The majority of board members believe that it is important <br />that all Board members be private citizens of their respective communities, and not <br />employees or elected officials. Further, these provisions are also in keeping with guiding <br />principles established in the Municipal Code (Chapter 2.8, Code of Ethics) and City <br />Charter (Article 10, Boards and Commissions), as well administrative procedures <br />established by the City Manager’s Office for board and commission appointment. <br /> <br />It was noted that Lisa Skumatz—appointed to represent the Town of Superior on the <br />Louisville Public Library Board of Trustees—had missed the last two meetings. Given <br />that the membership issue directly concerns her, the remaining Board members had <br />previously agreed that no substantive discussion take place or revised language be <br />proposed until such time as Lisa could be present for the discussion. <br /> <br />Lisa dissented from the majority opinion and proposed alternative language. However, <br />Lisa excused herself from the meeting at 7:30, before a final draft of the language <br />could be prepared and a vote taken. <br /> <br />The new language proposed for the third sentence of Section 2.64.020, Library Board of <br />Trustees—Appointment, is as follows: <br /> <br />All Board members are residents but neither City nor Town <br />employees nor elected officials. <br /> <br />The Board then proceeded to discuss the proposed revisions to their bylaws. Substantive <br />changes were made to Article I, Section 3. Membership; Article II, in its entirety; and <br />Article III, Section 8.
