<br />City Council <br />Meeting Minutes <br />February 2, 2010 <br />Page 4 of 8 <br /> <br />however, he felt there were not opportunities provided for golfers to participate. <br />He stated local golfers feel the Coal Creek Golf Course is the poorest operated <br />and maintained golf course in the area. He stated Louisville is known for the <br />quality of life and the golf course should reflect a high standard. He noted the <br />contract renewal is March 1, and Staff recommends moving forward with the <br />contract. He disagreed with the City awarding a contract without getting <br />competitive bids. <br /> <br />Mayor Sisk also expressed his concern with conducting an open house on <br />February 12 and deciding on a contract renewal on March 1. He asked why the <br />meeting was not conducted in December. He stated the residents do care about <br />the golf course and suggested Council consider the comments from the letters <br />received relative to the issue. He noted Staff will make a recommendation on the <br />contract however Council ultimately makes the decision on a contract renewal. <br /> <br />City Manager Fleming comm13nted the Staff did not meet Councils' expectations <br />in this matter. He outlined thH process Staff used to evaluate Western Golf <br />Properties, which included convening a golf course focus group to look at draft <br />proposals and getting their feledback. He received a letter from Mr. Gambon, <br />who made excellent points, which need to be addressed. He noted the existing <br />contract with Western Golf Properties expires March 1. The contract can be <br />discussed at the February 16 meeting with information from the open house <br />public comments and additional background information. He noted golf courses <br />across the nation are experiencing challenging environments. <br /> <br />Councilor Yarnell voiced her concern over the Council Communique summary, <br />which indicated the contract would be renewed. She preferred to look at the <br />licensing agreement prior to considering the ordinance. She requested more <br />information. <br /> <br />Mayor Sisk suggested Staff discuss the Coal Creek Course with the past golfers. <br /> <br />Councilor Sackett presented his examples of poor management at the golf <br />course including, moving the ~lolf holes during a tournament and the lack of <br />drinking water along the course. <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE No. 1565, SERIES 2010, AN ORDINANCE AUTHORIZING <br />A LOAN FROM THE WATE:R AND WASTEWATER UTILITY FUND TO THE <br />GOLF COURSE FUND FOR IFISCAL YEAR 2009 - 1 ST READING - Set Public <br />Hearing 02/16/10 <br /> <br />Mayor Sisk requested a City Attorney introduction. <br />
