PAGE TWO <br />SUBJECT: LOUISVILLE HOUSING AUTHORITY AMENDMENT - HABITAT FOR <br /> HUMANITY DISCUSSION <br />DATE: JANUARY 12, 2010 <br />discussing the concept, staff will draft the required documents to execute the amendment and <br />bring the matter back to Council for consideration at a future meeting. <br />Drafting the proposed amendments and necessary other associated work will take some time. <br />However, time is of the essence with this request. FHFH has the opportunity to partner with <br />the CU School of Architecture to have the units designed during the spring 2010 semester. <br />Classes begin January 11 and FHFH is trying to determine the viability of the CU partnership <br />plan. <br />Without providing direction during the Council study session, which is prohibited by the City <br />Charter, staff requests the Council discuss all concerns they hold regarding this proposal so <br />that the package brought to them later can address as many of them as possible. For example, <br />based on the record, staff believes the Council may have a concern about the loss of control <br />over the property’s long-term physical upkeep. Some Councilors may desire some form of <br />compensation for the land if not developed by LHA. Council may want to lower the household <br />annual income limit below 60% AMI. There may be concern over the professional level of <br />design performed by students. <br /> In May, the LHA held a joint meeting with the Council where the LHA noted its inability to build <br />affordable housing without financial partnering or assistance.This proposal would provide <br />affordable housing long desired by the LHA.FHFH has a track record of performance in <br />Boulder and Broomfield Counties and will provide information about this at the meeting. <br />FISCAL IMPACT: <br />This action would alter a potential first right of refusal, likely lead to a future proposed reduction <br />and/or waiver of development fees, and eliminate the City’s responsibility for maintenance of <br />this land. <br />RECOMMENDATION: <br />Staff recommends the Council discuss the alternate plan proposed by FHFH and whether it is <br />consistent with the City’s housing goals. <br />ATTACHMENT(S): <br />1. <br />2003 Agreement <br />2. <br />Power Point Presentation <br />í <br /> <br />
