Wood explained the complexities of concurrent annexation and zoning <br />applications, and the overlapping timelines that requirestaff‘sdiligence to ensure <br />all requirements arebeing met. Wood also discussed the inter-relationships <br />among the PUD development Plan, PCZD, Annexation, Zoning, and Preliminary <br />Sub-divisions. Discussion centered onthe zoning standards, land use, and final <br />PUD process. Part of the process includes extensive research of historic records <br />to evaluate releasesin the past and pullingall the information together.A flow- <br />chart was provided in the packet for reference. <br />The Land Entitlement process identifies the level of compliance with design <br />standards, possible relief from zoning standards, and in a format in which City <br />Council can review. Once the process has been navigated, companies can <br />continue through to building permit. Several examples of past annexations and <br />development projects were described to illustrate the process. Sam Light, Paul <br />Wood, and Councilors discussed the municipal boundaries on commentsto the <br />public and applicants, and at which time an application can be discussed. Light <br />emphasized the procedures to be followed and the opportunity for thepublic to <br />be heard during the public hearing process. Staff and Council discussed land <br />use and how Inter-governmental Agreements add another layer to the complex <br />process of Land Entitlement. <br />Sam Light addressed options for responding to the public regardinginquiries in <br />relation todevelopment applications. Councilors commented concern with <br />respect tothe complexity of the process and timelines. As long as there is a fair <br />andunderstood process with public hearings and a healthy discussion, the <br />Council should be confident in the staff,legal counsel, and the established land <br />entitlement process. <br />City Manager Items and Future Agenda Items <br />Paul Wood was thanked by Council and Staff on his 20 years of distinguished <br />service to the City of Louisville. <br />Meeting adjourned at 8:20 p.m. –Next Meeting February 9, 2010 <br />Submitted by Rhonda Welborn <br />
