Solar panels have been installed at Acme Place and windows have been installed Hillside using ARRA funds. <br />Frank thanked the BCHA staff for keeping the vacancy rate low and completing an incredibly strong year of <br />management and maintenance of the LHA units. <br />BCHA has begun implementation of the ARRA funds for homeless prevention. According to the Point in Time <br />survey, BC has approximately 10% of the metro Denver homeless population. <br />2009 Audit and Engagement Letters Hiratsuka and Schmitt Ref: Resolution 2006 -13 <br />Audit engagement letters were included in the packet for review and signature. The original resolution from <br />2006 was included and it was stated they are approved. <br />In 2010 Boulder County will be bidding for new auditors and will include the LHA to get reduced pricing <br />Monday and Tuesday auditors were in the Authority's offices and the auditors will be back out during the last <br />week in January to finish the audit work. <br />The auditors will attend either the February or March LHA meeting and present any findings. <br />In 2006, signed a Hiratsuka and Schmidt signed a 1 year contract with option to renew for 3 years. <br />2010 Proposed Budget <br />Lisa went over the 2010 proposed LHA, Lincoln Street and East Street budgets. The budget process was <br />started in June 2009. Managers are involved in budget process and give their suggestions. The budgets follow <br />the current year occupancy. There is a lower interest income across the board which is reflected in the <br />operating budgets for all entities. <br />Resolution 2009 -06 — Approval of 2010 Budget <br />Terri motions to approve Resolution 2009 -06 and Scott seconds the motion. Approval of Resolution 2009 -06 <br />passes unanimously. <br />Property Management/Maintenance Report: Rent and Occupancy Update and Monthly Rental Vacancy <br />Report <br />The Property Management/Maintenance Report, Rent and Occupancy Update, and Monthly Rental Vacancy <br />Reports are included in the board packet. <br />Section 8: HCV Program Report Monthly statistics <br />The Section 8: HCV Program Report Monthly statistics are included in the board packet. <br />Discussion regarding Study Session with the Louisville City Council: <br />The Board determined to work with Bonnie Star to seta City Council study session with the LHA to discuss the <br />proposed transfer of the South Boulder Road property to Habitat for Humanity for the potential development of <br />four units on the property. Sam Light, City Attorney, will complete his analysis for the LHA.
