d.Community Character and Urban Design: Urban design standards presented <br />in the GDP will promote community identityand sustainability. A specific <br />emphasis is being placed on prairie restoration and preservation of unique <br />wildlife and ecosystem habitats. <br />e.Community Services and Utilities: The redevelopment of the ConocoPhillips <br />Campus will be managed to ensure that the cost of impact generating <br />development ispaid for by ConocoPhillips through adoptedimpact fee <br />requirements and negotiated through development agreements. The <br />ConocoPhillips Campus will provide a significant contribution to educational <br />excellence in its collaborationwith the Boulder Valley School District. <br />f.Sustainable Environment: The redevelopment of the ConocoPhillips <br />Campus will directly support polices of this section related to sustainable <br />building practices, water and energy conservation, and protection of air and <br />water quality. <br />Preliminary Subdivision Platand Public-Use Land Dedication <br />A parcel of land in the City of Louisville which has not been previously platted, or is being <br />further divided into multiple parcels must comply with the City’s subdivision ordinances. A <br />parcel not previously platted must also comply with the City’s public use dedication <br />requirement. Section 16.16.060 of the LMC requires that for non-residential parcels a <br />minimum of 12% of the land being subdivided shall be dedicated for park,trail conveyance, <br />or other public purposes as determined by the City Council. Land dedicated for public use <br />must be suitable for the type of development for which it is intended. Land encumbered by <br />drainage facilities or utility easements is not generally eligible for ‘unencumbered’ land <br />dedication. <br />If the City Council approves thesubdivisionrequest, a final subdivision plat and subdivision <br />agreement is recorded with the County. The subdivision agreement establishes the <br />contractual relationship between the Subdivider and the City. Among other things, it may <br />stipulate the installation and acceptance process for all public improvements and what <br />financial security is required to ensure the improvements are actually built as specified. <br />In reviewing aproposed land dedication,the Planning Commission may take the following <br />into consideration: <br />1.Size of development and adequacy for accommodating a suitable public use site. <br />2.The community facility aspects of the Comprehensive Plan. <br />3.The school district’s master plan. <br />4.Existing parks, open space, trails and other public uses in the area. <br />5.Topography, geology, habitat and views offered by the site. <br />6.Location of the land available for dedication. <br />7.Public benefit offered by the dedication and needs of the surrounding area. <br />8.Other appropriate factors. <br />According torecorded agreements between the City and StorageTekCorporation, a total of <br />251 acreswas annexedto the City of Louisville in 1978.Acontiguous parcel referred to as <br />11 <br /> <br />
