Annexation,Initial Zoning, and Rezoning <br />The annexation process commences upon receipt of a petition forvoluntary annexation of <br />an unincorporated parcel of land.In this case, ConocoPhillips has submitted apetition to <br />commence a voluntary annexation process withthe City of Louisville for the 80 acre parcel <br />of land in the northeast corner of ConocoPhillips’property.All properties annexed to the <br />City, including street rights-of-way, must be zoneda City of Louisville zone district <br />designation. Theinitial zoningis generally processed concurrently with the annexation, as <br />ConocoPhillips has requested.The role of the Planning Commission is to review the <br />proposed zoning and make a determination if the requested zoning is reasonable and <br />consistent with the City of Louisville Comprehensive Plan. The recommendation of the <br />Planning Commission is forwarded to the City Council. Notice wouldthenbe established <br />to conduct a public hearing before the City Council on both an annexation and zoning <br />request. The following chart outlines the review process for development of a PCZD <br />development.This chart shows the steps involved in taking an application from annexation <br />through to the building permitstage. This applicationcurrently under reviewdoes not <br />include any final plat and final development plan requests; those would be requested <br />through alater application. <br />The initial zoning requested for the 80 acre parcel is Planned Community Zoned District – <br />Commercial (PCZD-C). The zoning request isin the form of a General Development Plan <br />(GDP) asrequired by Chapter17.72 of the Louisville Municipal Code (LMC).The format of <br />a GDP,as required by Section 17.72.030 of the LMC,mustconsist of the following: <br />a. The proposed use of all lands within the subject property. <br />b.The type and character of development. <br />8 <br />
