Planning Commission <br />Meeting Minutes <br />February 11, 2010 <br />Page 9 of 15 <br /> <br />building height also helps in the energy efficiency of a building. The proposed <br />design of the building requires an individual floor height of 20’. The extra height is <br />based on the additional ceiling height for a lab environment, special supports for <br />the equipment, HVAC and the Leeds standards. The 95’ height would allow for <br />approximately four (4) floors plus the roof mechanical equipment. <br />Russell inquired about the footprint for Building A. <br />Manning stated it is approximately 502,000 SF <br />Russell asked at which Phase the parking would occur. <br />Wilhelms stated it would be in Phase I. <br />NOTE: <br /> Lipton acknowledged the arrival of Sheets at 8:00 PM. <br />Russell continued with numerous questions regarding the Traffic Impact Study. <br />David Hattan, Project Manager, Felsburg Holt & Ullevig, stated they had used the <br />DRCOG model for the regional traffic study. Other factors considered were: the <br />discontinued Lynx route, tele-communiting, and the congestion associated with <br />Monarch and ConocoPhillips. <br />Russell asked for a clarification of the mineral rights and the letter received. <br />Lipton stated it would be a question for the City Attorney to clarify. <br />Loo asked if solar panels and wind turbines were planned to be used. <br />Wilhelms stated wind turbines would not be used in the research projects. <br />However, the solar application will be used. A consultant is currently running <br />some energy models to determine what can be used as solar. <br />Loo continued with questions regarding fire protection. <br />Manning introduced Charles Hooper, fire protection specialist for ConocoPhillips. <br />Hooper discussed the use of emergency response teams, the sprinkling of the <br />buildings and the desire to have a working relationship with the Louisville Fire <br />Protection District. <br />O’Connell asked for more information about Phase III of the project. <br />Manning explained it is part of the long range plan and will continue the research <br />and development aspect with office space to support the R&D. <br />O’Connell asked if the campus is planned to be private and secure. <br />Manning stated the campus will be private with security gates at each entry point. <br />The campus will also incorporate some type of protection barriers. <br />th <br />Pritchard asked if a ramp at HWY 36 and 88 Street was being considered. <br />Manning stated it is not planned. <br />Sheets stated she had read all the materials and had been able to watch <br />approximately 30 minutes of the discussion. <br /> <br />
