<br />Open Space Advisory Board <br />Minutes <br />March 10, 2010 <br />Page 2 of 3 <br /> <br />Board Updates <br />Tom showed the planning commission meeting PowerPoint to indicate <br />what he discussed at the recent meeting. <br /> <br />Discussion Item: Conoco Phillips <br />Tom proposed that the Board send a letter to Council that highlights <br />several of the Board's concerns and preferences. Linda said that she thinks that <br />a letter is appropriate and Helen agreed. Larry and Justin both agreed. Justin <br />asked that the Board talk about timing of the Council approval process. Joe <br />spoke about the timing of approvals that are upcoming. Tom pointed out the <br />Broomfield / Louisville boundary on the map and suggested that any open space <br />provided by Conoco Phillips within Broomfield's boundaries should not weigh into <br />this Board's response. <br />Joe indicated that the Planning Commission was inclined to agree with <br />this Board that the slope along Hwy 36 is not appropriate for public land <br />dedication. <br />Tom suggested that the four important points for the Board's letter to <br />Council should include: <br />1) Hill slope above Hwy 36 is inappropriate for public land dedication. <br />2) Reduce circumference to area ratio for the public land dedication. <br />3) NE or NW corner would be the best potential locations for public land <br />dedication. <br />4) If there is trail development that Conoco Phillips provides development <br />and maintenance on the public land dedication. <br />5) City and Conoco Phillips to enter into a maintenance agreement for the <br />public land dedication <br /> <br />Justin said that "Private common open area" is a term that Conoco Phillips <br />has used to describe land within their security boundary that is repaired to <br />support native wild land environment. <br />Linda asked if the Board should/could weigh into the style or placement of <br />fencing on the property. Tom said that the Board mentioned in the memorandum <br />that there are concerns about the placement of fencing. <br />Spencer suggested that there may not be enough land or valuable enough <br />land to designate as Louisville Open Space. Tom disagreed, saying that the <br />northwest corner or southwest corner would indeed be valuable enough to <br />designate / zone as Louisville Open Space. Tom also suggested that trail <br />connectivity would be served through access to Old 96th Street and eventually <br />88th Street and Monarch High School. <br />Joe said that another option is that the City could consider taking less than <br />the 12% public land dedication but ask that the development, construction, and <br />maintenance of the land dedication be the responsibility of Conoco Phillips. <br />Tom then read part of the letter that Conoco Phillips wrote to Malcolm <br />Fleming, City Manager. <br />Joe reminded the Board that a letter has already been presented asking <br />that maintenance of the designated public land be at the cost of Conoco Phillips. <br />
