Motion passed by a 6-0 vote. <br /> <br />RESOLUTION No. 45, SERIES 1998 - FINAL PUD DEVELOPMENT PLAN FOR A <br />70,000 SF MEDICAL OFFICE BUILDING - AVISTA ADVENTIST HOSPITAL, 100 <br />HEALTH PARK DRIVE <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated the applicant has submitted a Final PUD Development Plan <br />for the addition of a second, 70,000 sf medical office building, referred to as MOB II. The square <br />footage of this building is not consistent with the previous preliminary PUD plan. Upon approval <br />of the General Development Plan presented in Ordinance No. 1284, Series 1998, it will be. <br /> <br />The MOB II and the existing MOB I will be connected by a three-story glass atrium covering a lobby <br />area, which will serve as the main entry for both office buildings. The proposed atrium element will <br />extend to a maximum height of 52', or 10' above the height of the roof parapet at the three-story <br />level. Type and color of exterior building materials proposed for the MOB II will be consistent with <br />MOB I. Building elevations indicate the use of running brick veneer, off-set with accent bands of <br />vertical brick soldier courses in patterning, which is consistent with MOB II. <br /> <br />The proposed landscape plan generally meets standards and guidelines of CDDSG. The landscape <br />plan reflects approximately 92 deciduous shade trees within the parking lot, in addition to 33 <br />evergreen trees for screening and visual variety. The final landscape plan reflects a total of 384 trees. <br />Approximately 35% of that total are evergreens, which are being located primarily along the south <br />and west property lines to provide visual screening from US 36. In addition to landscaping, the <br />grading plan is proposing the creation of new landforms both parallel to the south property line and <br />at the west property line. <br /> <br />The proposed landforms/berms are provided in response to Council comments forwarded from the <br />May 5, 1998, City Council meeting. While the context of those comments was to provide additional <br />screening of the parking structure, the applicant has retained the landform even though the parking <br />structure has been eliminated. Based upon the grade of US 36, the berm will be expanded to provide <br />up to an additional 5' of screening for east-bound traffic. The grading plan proposes to maintain the <br />sign at its current location, which would sit two feet below the peak of the new landform. <br /> <br />Currently, surface parking to the east of the hospital entrance has capacity for 421 spaces. A <br />secondary surface lot to the north of the hospital adds an additional 65 spaces, for a total of 486. The <br />existing parking serves a total of 140,000 sr. An additional 350 surface spaces will be constructed <br />in conjunction with MOB II. The proposed west lot will contain 205 spaces, exclusively for MOB <br />II use. <br /> <br /> <br />
