Also he asked whether we would still <br /> have the power of eminent domain and condemnation and if <br /> ;sot, what would that change in our operations. Mr. Davis <br /> responded that Better Community Act Money is anticipated <br /> to be at the current $200,000 level in 1974-1975. The <br /> money will keep decreasing for the continuing three years <br /> until a zero amount is reached. In response to maintaining <br /> a status or absorption into the city government, it is <br /> unknown at this time only that to be absorbed into the <br /> City would require possible division of effort to other <br /> city programs rather than these assip.ned. Also the <br /> distribution of funds rather than a possible isolation <br /> of one, vou1d create a peorram that would not he concen- <br /> trated. <br /> Jack Lang stated that we must require the whole amount . <br /> because a lot of other people are going to want the same <br /> money for different purposes. <br /> Jerry Scholl stated that the Council starts working on <br /> the budget in September. He suggested that we ask for <br /> • <br /> one year at a time instead of going into a discussion about <br /> a five year program. He also stated that if we don't <br /> take the money for what we are doing, it will never get <br /> done. He suggested a portion of money be set aside for <br /> project improvements. He also stated that Council should <br /> relieve us of some duties, and assign us other duties, <br /> i.e. Code Specialist and Code Enforcer, which the town <br /> needs very much. We should offer the City a program which <br /> will take over some of their headaches and do them, then <br /> work with the Housing Authority mayLe as the same entity. <br /> He said that we should pool the Urban Renewal Agency and <br /> the Louisville Housing Authority. This will demonstrate <br /> the need for the existing staff. Under the B.C.A. monies, <br /> we won't be just paving streets. Mr. Scholl went on to <br /> explain explain that we should be more involved with the <br /> dousing Authority. He stated that we should have a plan <br /> which states where the money is going to be spent, i.e. <br /> rehabilitation--$50,000 administrative--$50,000 buying <br /> dilapidated housing--$50,000 and loans of 4% to 5%--$50,000. <br /> Robert Davis then explained he has heard concern over our <br /> administrative budget. He also stated that as he can prove <br /> in the action year 1972-1973, that we have saved money be- <br /> t cause of LURA doing the work instead of a consulting firm <br /> such as 0blinger Smith. <br /> Shirley Rupp then asked of the main priorities of Urban <br /> Renewal have changed. She said that right now, all the <br /> Board was talking about was housing and when it was created <br /> it wanted sewer, water and street improvements which was <br />
