• ,.r T • <br /> • <br /> • • • <br /> AGREEMENT FOR PLANN I NG SERVICES <br /> Louisville Industrial Study <br /> THIS AGREEMENT, entered into as of this . day of 1973, <br /> by and between Oblinger-Smith Corporation, Consultants In Planning, Design <br /> and Development (herein called the "Consultant") and the City of Louisville, <br /> Colorado (herein celled the "City"), WITNESSETH THAT: <br /> WHEREAS THE CITY desires to engage the Consultant to render certain <br /> technical or professional services hereafter described: <br /> NOW. THEREFORE, the parties hereto do mutually agree as follows: <br /> 1. Scow, of Servicj. The Consultant shall do, perform and carry <br /> out personally, In satisfactory and proper manner, as determined by the <br /> City. The services shall be as follows: <br /> 1.i Phase 1 <br /> 1. 1.1 Determmmination of Magnitude of Industrial Development <br /> Through City revenue analysis, industrial standards <br /> investigation and discussions with the City Council, <br /> Planning Commission, City staff and others, the Con- <br /> sultant will determine the optimum balance between <br /> residential and industrial development and estimate <br /> the magnitude of industrial development required to <br /> support the projected population of the Louisville <br /> planning area. Recommendations will be made concerning <br /> a time schedule pertaining to the ability of the City <br /> to meet public improvement needs based on the estimated <br /> level of industrial development which might occur. As <br /> a pert of this work item a generalized cost-benefit <br /> analysis of Industrial development will be prepared. <br /> 1.1.2 identification of Desirable Industry <br /> It Is anticipated that some forms of industrial develop- <br /> ment will not be acceptable to the City due to adverse <br /> environmental Impacts. Additionally, the socio-economic <br /> structure of the existing community and recently annexed <br /> areas will demand certain types of Industries if employ- <br /> ment of Louisville citizens is to be achieved. Assessment <br /> of the characteristics of different types of industries <br /> Including numbers of persons employed, pay scales, <br /> • <br />
