• ,.r T • • • • • AGREEMENT FOR PLANN I NG SERVICES Louisville Industrial Study THIS AGREEMENT, entered into as of this . day of 1973, by and between Oblinger-Smith Corporation, Consultants In Planning, Design and Development (herein called the "Consultant") and the City of Louisville, Colorado (herein celled the "City"), WITNESSETH THAT: WHEREAS THE CITY desires to engage the Consultant to render certain technical or professional services hereafter described: NOW. THEREFORE, the parties hereto do mutually agree as follows: 1. Scow, of Servicj. The Consultant shall do, perform and carry out personally, In satisfactory and proper manner, as determined by the City. The services shall be as follows: 1.i Phase 1 1. 1.1 Determmmination of Magnitude of Industrial Development Through City revenue analysis, industrial standards investigation and discussions with the City Council, Planning Commission, City staff and others, the Con- sultant will determine the optimum balance between residential and industrial development and estimate the magnitude of industrial development required to support the projected population of the Louisville planning area. Recommendations will be made concerning a time schedule pertaining to the ability of the City to meet public improvement needs based on the estimated level of industrial development which might occur. As a pert of this work item a generalized cost-benefit analysis of Industrial development will be prepared. 1.1.2 identification of Desirable Industry It Is anticipated that some forms of industrial develop- ment will not be acceptable to the City due to adverse environmental Impacts. Additionally, the socio-economic structure of the existing community and recently annexed areas will demand certain types of Industries if employ- ment of Louisville citizens is to be achieved.
