It is my opinion that unless there are specific projects that the money is to be spent on, all carry over funds in every department ought to revert to the Oral Fund. 4. G. FEDERAL HEIGHTS - BOULDER BUS ACTION REQUESTED Consideration of the letter from Federal Heights addressed to the Public Utilities Commission. • STAY, wttk SYoie with Espinosa of the PUC and I understand now that based upon the letter from Federal Heights and PUC, that they have talked the bus company into rerouting the bus so that it does indeed o through Federal Heights. However, that change did not dude the bus being routed through Louis- ville. It would simply come up Federal to 120th through Broomfield, on to the turnpike and then to Boulder. I under- stand from Mr. Espinosa that there were only 2 riders on that particular bus frau Louisville, and they talked with both of them and they had their approval for this change. My only concern is, as I pointed out to Mr. Espinosa, that if the energy crisis continues to worsen we could be looking at a situation where there would develop a lot more riders on the Boulder bus from Louisville. Our recommendation is that Council authorize writing a letter to the PUC outlining our particular feelings, so that at least we are on record. 7. A. APPROVAL SRPUATE FINANCE DEPARTMENT ACTION REQUESTED. Iitborization from Council tp establish a separate Finance Department provided for in 1974 Budget. This will actually be accomplished over a period of two or three months and is directly keyed to the remodeling of the City Hall.
