SEPARATE FINANCE DEPARTMENT City Administrator Marl reported that the previous Council authorized a separate finance department. This will take sev- eral months to finalize. What was needed was the ratification of the former Councils approval of that concept. Council- man Berry asked Attorney Morris how much of this duty falls by Ordinance or Statute on the City Clerk and how much falls elsewhere. Attorney Morris stated that basically the City Clerks office would be expanded. Administrator Wurl stated that it would be a simple division of the responsibility's in the department and the clerks authority would not be inter- ferred with. There will be a specific department as related to finance. Council- man DiCarlo asked if there would be a need for increased employment. Mk. Wirt said that at the moment we would use only present personel. Councilman Domenico asked about the water billing. If a monthly statement will be sent in the future. Administrator Wurl stated that the auditors were asked to coma up with some recom- mendations on this. VEHICLE LEASES Bids were submitted in comparison on four leases for 2 cars and 1 truck for 36 months. This was provided in the 1974 budget for 2 additional vehicles and 1 truck for a Code Enforcement officer and 1 City Administrator vehicle on a lease purchase basis. Requests were made for cost of leasing. All bids were pub- lically advertised and notices were sent to bidders of 4 lease companies in Denver. Two companies responded and bids were open, the lower was First Municipal Leasing Company with a 2 year lease. City Administrator blurt recommended that the Council authorize the leases because of the time it takes to have the vehicles delivered. After discussion on •the Code Enforcement officer. Councilman DiCarlo moved that the Council proceed with the leasing of 1 Police vehicle for 24 month: and 2 vehicles for 36 months.
