Any s4Aiciprtlity which has not yet done so eeety still contribute toward fLnandaig.
League participation in the Mountain 501 rate proceedings through, * Z ¢ peer
capita assessmenc. A statement indicating each municipality's financial shims '
based on 24 per capita was included with our earlier memo dated, April 4. Xf your
municipality has not yet contributed and would like to do so now but cannot locate
the statement, please contact Nancy Miller at the League office.
As mentioned previously, the balance of funds contributed by municipalities in
connection with xauntain Zeli's March 1 applications will be applied to proceedings
under its May 31 application. Any municipality which does not want its contribu-
tion to be so applied must notify the League office in writing by July 31, in which
cese the municipality will receive a refund of its contribution Isles its pro rata
share of expenditures incurred by the League in connection with the March 1 appli-
cations. To those municipalities which have already contributed towards financing
the proceedings and to those which have not yet done so, we would point out: that
collective participation by many municipalities will help ensure your citizens a
strong voice before the PUC and in court, if necessary; that the prospective in-
creased costs of telephone service to your municipal government alone may well exceed
the 2hc per capita +assessment; that full scale participation by the League will
afford the possibility of complaints regarding Mountain bell's service to be aired
before the PUC; end that participation with other municipalities and the League will
again afford local officials a united approach to resolving a common problem.
Participating municipalities are again invited to submit to the League staff any
written complaints they or their citizens may have regarding telephone service or
the failure of Mountain Dell to provide adequate service. These cosmpleints will be
forwarded to League Special Counsel Leonard Campbell for possible use in the rate
proceedings. Additionally, participating municipalities are invited to pass resolu-
tions or motions protesting Mountain cell's rate increases and, if desired, its
quality of service. These motions and protests can be forwarded to the League staff.
if there are any questions regarding League involvement in the May 31 proceedings or
regarding any of the matters discussed in this memo, please feel free to write or
cell Susan Griffiths, staff attorney; Nancy Miller, office manager; or me.
•
•2-
