GRANTS The Colorado Municipal League was able to <br /> obtain information as to how we scored in <br /> the final analysis. Based on the point <br /> system, we were first and fourth with our <br /> projects. The City's unemployment rate <br /> was 6.47% and no funding was granted under <br /> 6.50%. <br /> Councilman McDonald asked who determines <br /> the unemployment rate in Louisville. <br /> Mr. hurl stated because of our size, the <br /> City of Louisville is reported with Boulder <br /> County, which is unfortunate for the City. <br /> PLANNING CONSULTANT Since the funding on the reorganization <br /> TEMPORARY FUNDING of the Community Development has been de- <br /> layed, the Consultant Fees from CD funds. <br /> 3 items from the City Budget 1977. can <br /> be combined - namely Draftsman, and office <br /> help in the Engineering Dept. and office <br /> ehlp in the :Nepection Dept. , and anti- <br /> recession fiscal assistance give the <br /> City along with Revenue Sharing money <br /> one of the top priorities to spend this <br /> money is salaries. <br /> Mr. Wurl recommended that Council authorize <br /> temporary funding of the Planning function <br /> from these funds, on a full time basis, <br /> until final reorganization is reached by <br /> Council. <br /> Councilman Caraaci inquired it there would <br /> be as many planning functions as there <br /> were in 1978. <br /> Ur. furl stated that there would be. <br /> Councilman McDonald asked if a real pro- <br /> blem was being created if Council waited <br /> until the next Council meeting to take <br /> action, after Attorney Jose bad net with <br /> HUD. <br /> Mr. Furl stated that this would create a <br /> problem as there was much planning work <br /> that had to be done with the County and <br /> State functions. <br /> Mr. Wurl then explained to Council, if <br /> the temporary funding was agreed to by <br /> Council, a resolution would have to be <br /> -5- <br />
