0 October 4, 1977 .
Page 2, Minutes
ORDINANCE 067 CONTINUED speaking against the Ordinance #567 was
Nadine Lybarger 1426 Hain St. , who pre-
seated a petition of 123 signatures of
persons against the ordinance. . She also
requested that the matter be brought to
a vote of the people.
Also s ag is nst the ordinance was
Rita 141:218 fain St. , Bud..Barday
600 Garfield and Mary Parkin 936 Parkvisw.
Barbara Haar asked several questions
about the ordinance pertaining to the
trapping of the animals.
Other comments against the ordinance
included the concern of cats hanging them-
selves with the collars, also cats would
be picked up and brought over to the pond
and the designation of three cats making
a kennel.
There were no other comments and the
discussion was turned over to council.
Councilman DiLorenzo stated for the record
• that she was not a cat hater and that the
only reason she did not have any was
becasue she was alergic to them. She stated
that she has had many complaint. from citi-
zens of the City and was trying to protect
them as well as the cats.
Councilman DelPizzo felt this to be a highly
controversial issue and that it should be
brought to a vote of the people. He also
stated that in the ordinance it stated that
if a cat is picke up three times in one
month it is classified as an abandoned cat
and therefore the animals would not really
be able to run at large. as stated by
Attorney Joss.
Percy Conarroe stated that it should be put
in the ordinance how the animal is going
to be caught.
Councilman Caranci stated that under the
dog control it does not state any specific
means of catching the animal.
After comments Mayor Waschak closed the
public hearing and Councilman DelPisto moved
that the ordinance #567 be defeated.
There was no second; Mayor Wasehak stating
that the motion Was dead.
