Agreement 1s reached to adequately make provision for rem meter acquisition ' " W° <br /> and the financing and timely construction of planned utility facilities. <br /> 2. Transportation aspects are further studied and diefined to assure acceptable <br /> impact on propose commercial development on existing and planned major thorough- <br /> fares system and that agreement is reached to ensure adequate provisions for <br /> financing and timely construction of planned transportation facilities. <br /> 3. The air quality aspects are further studied and defined to ensure acceptable <br /> implact on the proposed commercial development on area air quality. <br /> 4. The cost reveneu comparison be revised to accurately reflect economic impact <br /> of the proposed development. <br /> 5. Prior to Council action on the proposed annexation rezoning, the Council con- <br /> siers the Planning Commission forthcoming action on amendment of the Comprehensive <br /> Plan. <br /> 6. Questions and comments at the February 13, 1979, Planning Commission Public <br /> Hearing are adequately addressed. <br /> This Memorandum provides a status report on our progress in meeting these conditions <br /> and a response on the questions and comments made at the Planning Commission Public <br /> Hearing. <br /> 1. At the time of preparation this memorandum specific agreement concerning <br /> water tap fees and construction of planned utility facilities has not been reached. <br /> The lack of agreement does not reflect disinterest or non-copperation on the part <br /> of the developer; it results from a lack of time to sit down and negotiate these <br /> items. We anticipate agreement will be reached prior to the meeting Tuesday night <br /> and that said agreement will be contained in the overall annexation agreement which <br /> will be submitted to Council for consideration on Tuesday night in conjunction <br /> with the Public Hearing. (Please refer to previous material distributed by Leon <br /> concerning the cost associated with anticipated water and sewer improvements.) <br /> 2. The traffic analysis contained in the preliminary annexation impact statement <br /> was reviewed and expanded by Centennial Engineering in an effort to more accurately . <br /> depict the actual impact on Lousiville major thoroughfare system not only result- <br /> ing from commercial and residential protions of the Centennail Valley proposal, <br /> but STC wxpansion and CTC development as well. The final traffic analysis is <br /> contained in the final impact statement distributed to City Council a few weeks <br /> ago. . <br /> Staff has reviewed this traffic analysis and we believe it to be a fair and accurate <br /> projection of the major thoroughfare system needs and traffic considerations for <br /> Louisville. There is no question that Lousiville internal street sytem can be <br /> improved to accomodate the traffic volumes presented in the traffic analysis. <br /> The traffic analysis also includes that the widening of U.S. 36 from 4 lanes to <br /> 6 lanes will be necessiated by non Lousiville development regardless of the impact <br /> of the shopping center and further, that the Centennial Valley proposal will re- <br /> sult in the widening being required three years earlier as a result of the Centennial <br /> Valley proposal. Staff finds this to be an acceptable impact not only from the <br /> standpoint of need and timing but from consideration that the communities such <br /> as Boulder. Broomfield. Lafayette. and Westminster are also contributing to the <br /> need for the anticipated widening of the turnpike. As stated above concerning <br /> the financing of utility facilities, we have not been able to negotiate with <br />
