We suggest that the l.Nl Association letter (attached) is-the best <br /> indication of the assumed impact on existing Louisville businesses. This letter <br /> indicates that Louisville businessmen are in complete support of the proposal <br /> and therefore it seems appropriate for the Council to conclude that the shopping <br /> center will not have a deleterious effect on the downtown businesses. from yet <br /> another standpoint, it should be pointed out that tax revenues from the shopping <br /> center may in fact provide the vehicle for implementation of the Cho r'edeve opment <br /> plan. <br /> 9. Raw Water Supply - We believe the information previousl y submitted to City <br /> Council concerning the status of our raw water supply clearly indicates the <br /> ability to serve the shopping center and preliminary stages of residential de- <br /> velopment of the Centenn .1 Valley proposal and the planned acquisition and <br /> improvement program will ensure that Louisville continues to enjoy surplus water <br /> supply and delivery. As is always the case, the approval of subsequent subdivision <br /> plats and plans for various stages of Centennial Valley development would not <br /> be approved by Planning Commission or Council if in fact adequate water is not <br /> available for the subdivision. <br /> 10. Open Space - Louisville is honoring the open space provision of its coop plan. <br /> In the case of the 1500' buffer zone and Davidson Mesa, the developer has agreed <br /> to deed these to the City immediately upon annexation. Further revenues from <br /> proposed commercial development may be the only viable means of accomplishing <br /> other planned open space. <br /> 11. Residential View Will Be Destroyed - This criticism. which often levied <br /> against any development proposal, is so inherently selfish that it is difficult <br /> to address. The only appropriate response would seems to be that if any individual <br /> desires to protect a particular view from his or her residence. the owner of the <br /> land between that persons residence and the view should be compensated in terms <br /> of acquisition of velopment rights or some other manner. Additionally the <br /> Lousiville Comp development plan has been on file since 1973 at City Hall. Aryr <br /> individual who wishes to review the plan to determine which area are planned for <br /> development and which are not, prior to purchasing a house. <br /> If the view criticism was intended to relate to overall aesthetics of the commercial <br /> area, staff can only state that they have reviewed some of the work of the archi- <br /> tect which has been retained to do the shopping center design and we were very - <br /> impressed with that work. Other visual impact of the shopping center such as <br /> lighted parking lots. etc., cannot be mitigated and to that extent, the proposal <br /> would have a detrimental environmental impact. <br /> 12. 011 and Gas - One individual interested in oil and gas exploration raised <br /> the question as to the possibility of such exploration. Our zoning ordinance <br /> permits such exploration in agriculturally zone" areas, and subsequent meetings <br /> with this individual have resulted in the understanding that such exploration will <br /> be undertaken. <br />
