V
MEMO
TO: LEON WURL-CITY ADMINISTRATOR
FROM: DAVID C. STAHL - DIREC. PARKS I REC. "r
DATE: APRIL 13, 1970 °: r
RE: SENIOR CITIZEN TRANSPORTATION BOULDER CNTY CITY OF LOUISVILLE " w
In February of 1979, Boulder County decided rattier theb, to be '''': .•r
directly involved in Senior Transportation for the entire County,
the would subsidize a nonprofit organization that would be re-
sponsible for setting up routes to accomodate the seniors and
handicapped citizens in Boulder County.
On Wednesday of this week, I met with Susan Hartman, Direc. or
the nonprofit organizationand discussed the needs for the Louisville
Senior Citizens and how those needs could be met by this nonprofit
organization. It is her intention at this time, to schedule
one trip per week to the Louisville are to Boulder and return.
These trips would be made available to any senior citizen or
handicapped person In Louisville with first priority given to
those needing medical attention, second to grocery shopping.
At that time she had two additional request of the City; one
was that I request money from Council for their 1980 budget and
that the City of Louisville contract with her organization to
provide transportation for the elderly. The second request
was that the City not submit any grant applications for DRCOG
transportation vehicles and or manpower and that the City not
become directly involved in any transportation programing but
that we contractually agree with her organization to prove the
services.
It is difficult to say exactly what the needs cre in Louisville
inasmuch, as we have not had time to do an indepth study of
the actual required trips by seniors and handicapped. It is
known that to the opening of Regal Sq. that the 30 units , there
are only 5 to 6 vehicles available for transportation to and
from Boulder and surrounding areas. In addition to the Regal
Square area, the senior citizens currently sponsored by YMCA
and our dept. has approximately 50 active members .
I assume that if transportation was available for shopping in a
variety of shopping areas, the senior citizens would take advantage
of those trips.
At this time I would like to request from you some direction
as to whether or not we should decide to back the
County nonprofit organization and their programs by :
1 . budgeting money for 1980 to pay for the contract and service
with them; and
2. by not submitting grant requests for transportation vehicles
and personnel that they would be requesting or whether at this
1(:::
