S 4
2/15/83 PAGE -4-
LAFAYETTE WATER CASE Administrator Wurl stated that at the Water
APPOINT SPECIAL COUNSEL Study Session Mr. Williamson reviewed for
council the basis for recommending that Mr.
Robbins with the firm of Hill and Robbins
be hired to represent the City in this par-
ticular case. Request was for Council's
authorization to hire him.
Councilman Leary Inquired what the hourly rate or retainer
fees would be to hire Mr. Robbins.
Wurl advised the same as those of Mr. William-
son.
AUTHORIZATION Councilman Fauson moved, Councilman Ferrera
seconded that David Robbins with the firm
of Hill and Robbins be hired as special
counsel in the Lafayette Water Case. Question
called for. All in favor . Motion carried
unanimously.
ELECTION WARD REDISTRICTING Councilmembers had a copy of the proposed
MAP APPROVAL map .
Councilwoman Morris Had several comments she wished to make .
Totally agreed that Hillsborough West should
be moved from Ward III. Obviously it would
effect her politically but felt because of
the structure of the Ward map, that was the
best move the City could make. Stated she
had reviewed the criteria presented by
Councilmen Leary and Fauson and wished to
add others after discussing them with members
of the staff and residents.
Regarding the straightening of the lines -
felt that the proposed map as presented was
the easiest route. However, it concerned her
particularly the lines between Wards I and II
as it was not the least bit straight . Felt
with regard to Ward II the population figures
could be slightly larger as less growth is
expected in that Ward. Felt that other al-
ternatives should be presented to council
that would meet the qualifications suggested
by members of council .
Minimizing the changes - not switching resi-
dents to a different Ward - her theory would
be if there was a serious projection. within
the next 4 years a particular area would
necessitate a Ward change, could see no reason
not to do that at one time.
Saw stability as a major priority, did not
wish to see the Trailer Court , Hillsborough
West or any other specific development going
