MEMORANDUM
TO: LEON A. W%J1tL, CITY ADMINISTRATOR
PROM: O. EARL 'CASCO', DIRECTOR OP PUBLIC WORKS
Rs: STATUS OP 1964 PRE-TRSATWEN? ACID HIGE-SONS WATER SYSTEM
IMPROVEMENTS/MATER DEMANDS/SYSTEM RECOMMENDATIONS
DATEs JUNE 27, 1964
* * * a • • • • • • • • • • • • • • • • • • • • • s • • • s • • • • s
As par your request, I have summarised the findings and recommendations
which have been compiled and analysed by Public Works/Water Staff.
The data supports the need for temporary watering restrictions, and
will provide you and City Council, with more accurate water system
planning data , and an update of our current construction progress.
Status of Current Pre-Treatment/Piping/Sigh-lone Construction
Pram the original January 12, 1964 contract schedule, Reid Burton
Construction Company, Inc., was to have reached a level of substantial
or 'operational• completion by June 17th, with a final project
completion by June 29th, 1964. Our original goal at pre-bid time,
was to be operational by May 15, the traditional start of the sums
`load-season'. Once the schedule was reviewed, all parties agreed
that several critical, long-lead its made May 15 impossible, and
all parties adopted the schedule as stated above.
The contractor has applied for 25 weather delay days, however, AMC
recommends granting only 18, due to the contract stipulation of
of calendar days versus work days. It should be noted that most
'weather-dependent° activities (is:concrete, structural, et.) were
completed on schedule.
Per our telephone conversations and his letter of June 4th, Mr.
Richard foster, President proposed a schedule which will provide the
following:
1. Operational tie-in and start-up of Pre-Treatment to Plant
•2 by August 1, 1904.
2. Construct the contingency plan piping to Plant #1.
3. Operational tie-in and start-up of Plant #1 by August 15,
1984.
4. Total project completion by October 1, 1904.
After careful review of the proposed, new schedule, I am not inclined
to agree that the Aug. 1/Aug. 15 dates are attainable. We should
realistically add 15 days to its 1 and 3 above. At this time, staff
and AMC cannot support Reid Burton's request for 79 additional days.
It is now realistic to believe that they will need that time,
however, the contractor should be penalised for such. A meting is
scheduled for 9:00 A.M. this Wednesday, June 27, to once again, discuss
the schedule with the contractor. I've prepared a summary below, of
the construction schedule, as modified:
At a Wednesday June 27th meeting with the contractor and our Consulting
Engineers, the schedule as submitted was received and several logistic
changes were made. We are more optimistic than before that the above
August 1/August 15 dates are realistic and certainly attainable. Reid
Burton Will re-submit the schedule and a revised request for additional
days from 70 to aplroximately 59 days which include the weather days.
I will review the r'aific.:tir.ns and my opinions with you there.
