• <br /> PROCLAMATION - YOUTH ATHLETIC <br /> ACTIVITY WEEK Mayor Fauson read the proclamation declaring <br /> November 8-15 as Youth Athletic Activity Meek in <br /> the City of Louisville. Hen /Ferrera explained the <br /> program and asked that the community support the <br /> fund raising efforts of the Louisville Youth <br /> Activities Association and purchase a calendar. <br /> APPOINTMENT TO HISTORICAL <br /> COMMISSION Nioco asked that the Mayor and Council endorse <br /> the Historical Commission's recommendations to <br /> appoint Shirley Perarese and John Garcia to the <br /> Historical Commission. <br /> Anderson moved that Shirley Fentress and John <br /> Garcia be appointed to the Historical Commission. <br /> M.for Fauson seconded. Unanimous. <br /> AWARD BID - WASTEWATER TREATMENT PLANT AND <br /> OUTFALL LIME Phare explained that for the last 18 months the <br /> Public Works Department along with the City's <br /> consulting engineers, Rocky Mountain Consultants, <br /> have been working on plans for the expansion of <br /> the City's wastewater treatment plant to 2.1 agd <br /> capacity. On October 9 and October 14, bids were <br /> received for both the effluent pipeline and <br /> the plant expansion projects. Staff recommends <br /> approval of bid awards to Robert Dougan Const. Co. <br /> in the amount of 12,016,906 and to Bidof-SCE for <br /> the pipeline project in the amount of $89,327. <br /> Phan** explained that the combined total was <br /> considerably less than the engineer's estimate of <br /> $2.9 million. <br /> Hundley explained that debt retirement for this <br /> project is closely tied to the number of taps that <br /> are issued. If the City were to have a bad year, <br /> even with the cushion available from the lower <br /> than estimated bid, this cushion would only <br /> offset 25-30 taps. If there were a major problem, <br /> the City may need to look at raising taps and/or <br /> service fees to cover the debt retirement. But <br /> this does give the City a cushion that has not <br /> been available in the past. <br /> Mayor Fauson coved that the bids for the Waste- <br /> water Treatment Plant be awarded to Robert Dougan <br /> Coast. Co. in the amount of $2,016,904 and to <br /> Bidof-SCE for the pipeline project in the amount <br /> of $89,327. Mayor Pro Tem seconded.
