The motion was carried. <br /> APPOINTMENT TO BOARD OF ADJUSTMENTS <br /> AND APPEALS Interviews were conducted prior to the Council <br /> meeting for appointments to the Board of <br /> Adjustments and Appeals. Anderson coved that Bob <br /> Ross be reappointed as a full aeabsr and G. R. <br /> Mundt and David Smith be appointed as associate <br /> aeabors with terns expiring January 1990. Mohr <br /> seconded. Unanimous. <br /> PROCLAMATION - HISTORICAL <br /> NOt1TE Mayor Pauson proclatsod the month of March as <br /> Historical Month in the City of Louisville. <br /> PRESENTATION - CLEAR AIR <br /> CAMPAIGN Wanush explained that the City of Louisville <br /> participates annually in the Clean Air Campaign. <br /> The effect of this participation is more in terms <br /> of moral support than significant impact since our <br /> efforts have been aimed at City employees rather <br /> than commuters to Denver or Boulder. In an <br /> attetpt to gather data on the extent of the air <br /> quality problem in southeast Boulder County and <br /> the extent to which this area contributes to the <br /> problems of Boulder and Denver. Good data upon <br /> which to bass public policy is limited. A study <br /> is being proposed that would provide the data <br /> needed to ask. decisions. Ken rucik of the <br /> Boulder County Board of health asked to speak to <br /> Council with a request for $500 to prepare a <br /> proposal for a Countywide air quality monitoring <br /> study. Cities in the County and various private <br /> industries have been approached for funding in the <br /> amount of $17,000 to prepare this proposal for <br /> which $9,000 has been committed. <br /> Gale Biggs, consultant, discussed the technical <br /> aspects of the program. An inventory of Boulder <br /> County air quality information will be compiled <br /> and gaps in the emissions inventories will be <br /> identified so that further studies can be <br /> performed. The initial effort will be towards <br /> monitoring in Boulder County to determine what the <br /> extent of the problem is, if in fact, a problem is <br /> identified. The long term goal of this project is <br /> to use the eastern Boulder County as hugh labora- <br /> tory to study air pollution problems. Monitoring <br /> air quality in Boulder County would provide an <br /> • effective tool for predicting air quality for <br /> assessing and planning for the impacts of future <br /> developments, according to Biggs. <br /> 2 <br />
