06/02/87 <br /> between McStain and Hosart wherein McStain agreed <br /> to construct the dirt work portion of Washington <br /> so that the fill and the drainage would be con- <br /> structed. Bowever, primary access to this site is <br /> Tyler Avenue with secondary being Kennedy. In <br /> Hoyt's opinion, The Grove and Saddleback could be <br /> built out before the need for the completion of <br /> Washington would need to be considered. When <br /> Homart develops Parcel S, the question of <br /> completing Washington would then need to be looked <br /> at. <br /> Szymanski asked why the McStain chose to have 32 <br /> ft. streets, as opposed to the typical street of <br /> 36 feet. Hoyt stated that this creates a visual <br /> appearance of openness and that it was design <br /> oriented more than anything else. This was one of <br /> the factors important to a large lot, custom home <br /> subdivision. This is a low density subdivision. <br /> With the input of the Planning Commission, staff <br /> and the Fire Marshall, the 32 ft. street was <br /> ultimately decided upon in the design of this low <br /> density development. The width does allow for <br /> parking on both sides and access by emergency <br /> vehicles. <br /> Szymanski stated that the narrower street would <br /> appear more cluttered if parking is allowed on <br /> both sides. Szymanski also felt there was a <br /> safety issue involved with these narrower streets. <br /> Children need sidewalks on both sides in ord.r to <br /> play safely and the narrowing would create visual <br /> problems for drivers of vehicles if cars are <br /> parked on both sides and children are playing in <br /> the streets. `I don't like that idea at all. I <br /> think its going to be a big headache all the way <br /> down the line for the the City." <br /> Hundley stated that this issue is important to <br /> resolve as other subdivisions will be cowing be- <br /> fore Council wherein large lots with the narrower <br /> streets and sidewalks on one side will be pro- <br /> posed. <br /> Szymanski stated that this country-type atmosphere <br /> should remain in the country, not within the City. <br /> The City provides for services such as water, <br /> sewer, streets and sidewalks. Sidewalks provide <br /> safety and should not be sacrificed for <br /> appearance. <br /> Mayor Pauson agreed that the question of the <br /> sidewalks is important and should be looked at <br /> very carefully as a safety factor. <br /> 6 <br />
