PLANNING COMMISSION SUMMARY <br /> RICHMOND ANNEXATION AND ZONING <br /> JUNE 9, 1987 <br /> GENERAL INFORMATION: <br /> 1 . StetutesL Ordinances and Policy <br /> A. State statutes require that a property owner considering <br /> annexation petition the City Council outlining his/her <br /> request . Council must then hold a hearing at which time <br /> Council may authorize the annexation if it is determined <br /> that : <br /> I . Not less than 1/6 of the boundary of the property <br /> is contiguous to the City, and <br /> 2. A community of interest exists between the <br /> property and the City. <br /> The finding of "community of interest" is made if the land <br /> is urban or will be urban in the near future and the <br /> property is currently served by or is capable of being <br /> intergrated into City service. <br /> S. The City ordinance governing annexation (Section 16.32) <br /> stipulates that all statutory requirements must be net . In <br /> addition, the following standards must be met : <br /> 1 . The Comprehensive Plan must be considered. <br /> 2. Annexations shall not divide tracts in order to <br /> prevent further annexation. <br /> 3. Areas which project out in a manner that will cause <br /> excessive police, fire, utility and streets costs shall <br /> not be accepted. <br /> 4. Zoning shall be reasonable. <br /> 5. The area shall be located where water and sewer <br /> services are available without undue expense to the <br /> City. <br /> 6. Problems of storm drainage shall be considered . <br /> 7. All water rights shall be dedicated to the City or, <br /> at the option of the City, a fee in lieu of. <br /> 8. The City Attorney shall report on the legal <br /> adequacy of the proceedings. <br /> 1 <br />
